Is Life and AD&D a Pre-tax Deduction?

Should a voluntary deduction for Life and AD&D coverage be a pre-tax deduction for the employee? I don't think it falls under the same regulations that medical, dental, dependent care, etc. What is the rule?

Group Term Life (GTL)insurance and Accidental Death and Dismemberment (AD&D or ADD)are after-tax deductions.

Typically, pre-tax deductions include health, dental, medical and dental Flexible Spending Accounts, and 401(K)contributions.
